    Princeton University Band Constitution

    The Princeton University Band exists primarily for the enjoyment of its members and for the entertainment of the University community.

    Article I: Band Members

    Section 1
    The Princeton University Band (PUB) shall consist of two sub-organizations. These are the Marching Band and if and when it exists a Concert Band. Provisions shall be made in the future for a concert band should the members of the PUB so desire.

    Section 2
    (a)
    The membership of the PUB shall be open to all graduate and undergraduate students of Princeton University as well as any alumni of the University.
    (b)
    Participating members of the band shall be defined as any student who has attended one-half (1/2) of all Band functions in the last year with a minimum of two (2) months Band membership.
    (c)
    The Drum Major and Student Conductor shall determine the eligibility of prospective playing members of the Marching Band after application of the prospective members with an officer of the PUB during publicly-announced auditions at the beginning of the fall semester. (Note: As of now, there are no auditions. All are welcome.)
    (d)
    Eligibility for playing membership in the PUB shall be determined on the basis of musical ability alone.
    (e)
    The non-playing members of the Marching Band shall be as follows: one (1) announcer and all players of non-instruments known as Trash.
    (f)
    The Penn Band.

    Section 3
    Any student losing his/her standing as an undergraduate or graduate student of the University or for any reason leaving the PUB automatically forfeits his/her participating membership in the PUB. If that person is an officer of the PUB, the President shall have the power to appoint his/her replacement, with the advice and consent of two-thirds of the Band Council.

    Article II: Band Officers

    Section 1
    (a)
    The officers of the PUB shall be: the President, Drum Major, Head Manager, Student Conductor, Treasurer, Drillmasters, Alumni Coordinator, and Librarians.
    (b)
    No person may hold the same office for more than one term. Any officer who resigns before Commencement shall not be ineligible to hold that position once more if elected or appointed. If appointed before commencement, an officer forfeits future eligibility for that position.
    (c)
    No person may hold more than one office at the same time.
    (d)
    Appointments to offices shall be made in the manner described below. Appointments to all offices except President and Head Manager shall be made from candidates whose interests shall be self-expressed on publicly-posted sign-up sheets during the fall season.
    (e)
    Only currently enrolled University students may serve as officers of the PUB.

    Section 2
    (a)
    The President shall be elected from those members of the PUB who have served continuously in the Band for at least one year prior to the time of the election.
    (b)
    Nominations for President shall be made at least one (1) week in advance of the election.
    (c)
    The President shall be elected at a meeting which shall take place annually within two (2) weeks of the end of the football season by a majority vote of those current participating members of the PUB present at the meeting. Public notice of both nominations and elections shall be made at least one (1) week in advance.
    (d)
    The President shall be subject to removal from office at any time by a two-thirds (2/3) vote of the participating membership of the PUB. A new President shall be elected within two weeks to complete his/her predecessor's term. This election shall be held at a publicly-announced open meeting.
    (e)
    If the President resigns his/her office or leaves the University, a new President shall be elected within two (2) weeks by nominations from and a majority vote of those current participating members of the PUB present at a publicly-announced open meeting.
    (f)
    In the event of a vacancy in the office of President the Drum Major shall serve as President until the election of a new President as directed in Article II, Section 2 (d) and (e) of this Constitution.

    Section 3
    (a)
    The President shall be the sole executive officer of the PUB. The President shall have the power:
    (i)
    To direct and coordinate the activities of the other officers of the PUB.
    (ii)
    To represent the PUB to outside organizations and to the University administration in all matters pertaining to Band functions.
    (iii)
    To call all meetings of the Band and appoint any necessary committees.
    (iv)
    To approve expenditures of PUB funds, as shall the Treasurer.
    (v)
    To make all decisions and direct all actions necessary and proper to carrying into execution the foregoing powers.
    (b)
    Any Presidential executive decision shall be reviewed by the Band Council if so requested by at least three (3) members of the Council. A decision of the President may be over-ruled by a two-thirds (2/3) vote of Band Council.

    Section 4
    (a)
    The Student Conductor shall be elected by a simple majority of the Band Council at a meeting within two (2) weeks of the end of the the football season from those members of the PUB who have served continuously in the Band for at least nine (9) weeks prior to the election.
    (b)
    Selection to the office of Student Conductor shall be made on the basis of musical knowledge and ability as demonstrated in an open rehearsal of the PUB.
    (c)
    The Student Conductor shall be responsible for the musical performance of the Band.
    (d)
    In the case of absence of the Student Conductor from a Band function a substitute shall be appointed by an ad hoc committee made up of the participating Band members at the function.

    Section 5
    (a)
    The Drum Major shall be elected by a simple majority of the Band Council at a meeting within two (2) weeks of the end of the football season, from those members of the PUB who have served continuously in the Band for at least one year prior to the time of the election.
    (b)
    The Drum Major shall have control of the Marching Band as a marching unit and shall be responsible for the writing and execution of all half-time shows.
    (c)
    The Drum Major shall be responsible for the selection of the half-time announcer from all members of the PUB who have served continuously in the Band for at least one year prior to appointment.
    (d)
    In the event of a vacancy in the office of President, the Drum Major shall serve as interim President as directed in Article II, Section 2 (f) of this Constitution.

    Section 6
    (a)
    The Treasurer shall be elected by a simple majority vote of the Band Council at a meeting held within two (2) weeks of the end of the football season. Any participating member of the PUB shall be eligible for the office of Treasurer.
    (b)
    Selection to the office of Treasurer shall be made on the basis of ability and trustworthiness alone.
    (c)
    The Treasurer shall keep an accurate record of all financial matters involving the PUB. This record shall be open to inspection by any member of the PUB upon request.
    (d)
    With the exception of the President and the Assistant Dean of Students, the Treasurer alone shall have the power to approve expenditures of PUB funds.

    Section 7
    (a)
    Drillmasters shall be elected by a simple majority vote of the Band Council at a meeting held within two (2) weeks of the end of the football season. Any participating member of the PUB shall be eligible for the office of Drillmaster.
    (b)
    There shall be four (4) drillmasters.
    (c)
    Drillmasters shall act in the general capacity of assistants to the other officers.
    (d)
    Drillmasters shall supervise attendance at marching and music rehearsals, shall be responsible for granting excuses for absence from rehearsals or preformances, and shall supervise formations of the Marching Band in cooperation with the Drum Major.
    (e)
    Drillmasters shall have the responsiblity for the care and transportation of all instruments and equipment owned by the PUB.

    Section 8
    (a)
    The Alumni Coordinator shall be elected by a simple majority vote of the Band Council at a meeting held within two (2) weeks of the end of the football season. Any participating member of the PUB shall be eligible for the office of Alumni Coordinator.
    (b)
    The Alumni Coordinator shall be responsible for maintaining the Friends of the Tiger Band (FOTB) mailing list.
    (c)
    The Alumni Coordinator shall work with the Treasurer to assure that all FOTB donations are submitted to the University according to the current procedures. This officer should take care of all alumni purchase requests.
    (d)
    The Alumni Coordinator shall work with the upper officers on all mailings to the FOTB mailing list.
    (e)
    The Alumni Coordinator shall be the officer who makes arrangements for visiting Band alumni at Band events.

    Section 9
    (a)
    The Librarians shall be elected by a simple majority vote of the Band Council at a meeting within two (2) weeks of the end of the football season. Any participating member of the PUB shall be eligible for the office of Librarian.
    (b)
    There shall be two (2) Librarians.
    (c)
    The Librarians shall be responsible for the storage, collection, distribution, and maintenance of all music owned by the PUB.
    (d)
    The Librarians shall be responsible for procuring music as the Student Conductor or Drum Major shall direct.

    Section 10
    (a)
    The Head Manager shall be appointed by the President from among the participating members of the PUB.
    (b)
    The Head Manager shall be responsible for all the business arrangements of the Band as directed by the President.
    (c)
    The Head Manager shall have the responsibility for the care and distribution of all uniforms.

    Section 11
    (a)
    The Musical Adviser of the Band shall be appointed to an indefinite voluntary term by the membership of the Band subject to the approval of the Assistant Dean of Students.
    (b)
    The Musical Adviser shall act in mutual cooperation with the Band Officers in a purely advisory sense.

    Section 12

    Officers shall take office immediately after the end of the football season at the annual banquet following their election. They shall serve until the installation of new officers at the end of the following football season.

    Section 13
    (a)
    If any officer except the President resigns his/her office, the President shall have the power to appoint his/her replacement, with the advice and consent of two-thirds (2/3) of the Band Council. An officer so appointed shall serve out the remainder of his predecessor's term.
    (b)
    Any officer except the President who intends to resign shall tender his/her resignation in writing to the President. If the President intends to resign, he/she shall tender his/her resignation in writing to the Drum Major. Resignations shall be effective when received by the officers designated.
    (c)
    Any officer except the President shall be subject to removal from office at any time by a two-thirds (2/3) vote of the Band Council. The President shall have the power to appoint the resigning officer's replacement with the advice and consert of two-thirds (2/3) of the Band Council.

    Article III: Band Council

    Section 1
    The Band Council shall consist of the President, Drum Major, Head Manager, Student Conductor, Treasurer, Drillmasters, Alumni Coordinator, Librarians, and twelve (12) Delegates elected as described in Section 2 of this Article.

    Section 2
    (a)
    Delegates shall be elected from the participating membership of the PUB at an open meeting held within two weeks of the end of the football season. No officer of the PUB shall serve simultaneously as a Delegate.
    (b)
    The delegates shall consist of the member from each class (Freshman, Sophomore, Junior and Senior) with the highest number of votes in the election, and the eight remaining members with the most votes, for a combined total of twelve (12) delegates.
    (c)
    Delegates shall take office immediately upon election, and shall serve until the next Band Council is elected.
    (d)
    Delegates shall serve to assist the officers in determining the wishes of the membership at large.
    (e)
    Officers shall be elected by the Band Council. Officers shall be determined by the people receiving the highest number of votes of the Band Council. No one may vote in the election of the office for which they are a candidate.
    (f)
    A Delegate shall be subject to removal from office by a majority vote of those Band Members present at a publicly-announced open meeting. A replacement Delegate shall be elected at the same meeting and shall serve out the remainder of his/her predecessor's term.

    Section 3
    (a)
    The Band Council shall meet at least once a year.
    (b)
    The Band Council shall meet within two (2) weeks of the end of the football season to elect new officers as directed in Article II of this Constituion.
    (c)
    The Band Council shall meet an unlimited number of additional times as deemed necessary by and convened by the President.

    Section 4
    The Band Council shall advise the President as required by this Constitution.

    Section 5
    (a)
    The Band Council, by a three-quarters (3/4) vote of those present, shall have the power to dismiss a member of the PUB for negligence or misconduct.
    (b)
    A quorom of 17 voting members of the Band Council shall be necessary to hold a dismissal hearing. Willful failure of an officer or delegate to attend a dismissal hearing may be considered grounds for removal from office.
    (c)
    The Band memer subject to dismissal shall be entitled to an open and fair hearing, and to an opportunity to defend himself if he so wishes.
    (d)
    In the event the Band Council decides to dismiss a Band member, the member dismissed shall have the right to appeal the decision to the Band at large at a publicly-announced open meeting. A three-quarters (3/4) vote of those participating members present may reverse the decision of the Band Council.

    Section 6
    The Band Council shall have the authority to settle any questions of interpretation with respect to this Constitution.

    Article IV: Amendments

    Section 1
    Amendments to the Band Constitution may be proposed by a petition presented by any participating member of the PUB.

    Section 2
    Once duly proposed, amendments to the Band Constitution shall be ratified by a two-thirds vote of the participating members of the PUB present at a publicly-announced open meeting. The meeting shall be announced at least one week in advance. The proposed amendment shall be read at least twice during such a meeting.

    Article V: Ratification

    Section 1
    The Ratification of this Constituion shall require a two-thirds (2/3) vote of the participating members of the PUB. The ratification vote shall take place at an open meeting publicly announced at least one (1) week in advance.

    Section 2
    A copy of this Constitution shall be available for inspection upon request, at least one (1) week before the ratification vote.

    Section 3
    The ratification of this Constitution will void any previous existing Constitutions.
